Comparative perceptions of intelligence professionalism in South and Central America

Resumen:

This study addresses the question:  How may we characterize the ideal and actual qualities of professional, government intelligence personnel in South and Central America?  After a discussion of the context of intelligence professionalism in the Western Hemisphere, the authors introduce a survey instrument based on the semantic differential technique.  The survey will be administered to intelligence professionals from across the hemisphere, and to consumers of their products. Results from the survey will provide the basis for gauging the perceived and actual level of intelligence professionalism in the authentic terms of practitioners, and will establish a baseline for cross-national comparison of government intelligence services within the context of democratic institutionalization (abstract original)
