Swenson Resumen: This study addresses the question: How may we characterize the ideal and actual qualities of professional, government intelligence personnel in South and Central America? After a discussion of the context of intelligence professionalism in the Western Hemisphere, the authors introduce a survey instrument based on the semantic differential technique. The survey will be administered to intelligence professionals from across the hemisphere, and to consumers of their products.
