With narcotics related corruption and violence escalating to levels that potentially jeopardize Mexican national stability, Washington leadership may consider whether the military instrument of national power can work in some direct or indirect fashion to improve Mexican sovereignty with regard to violent drug cartels. 2 Are cartels equivalent with terrorists, and should American foreign policy look at recent events in Mexico with the same security concerns that Washington views acknowledged terrorist and insurgent organizations elsewhere in the world today?
