While large numbers of regular army, marine and Federal Police are employed day-to-day on stability and counter-drug operations throughout Mexico, it is the special forces groups that are employed to capture or eliminate cartel leaders. The decapitation effect usually leads to cartel fragmentation, making them less powerful and thereby diminishing their threat to national and public security.
